Build Goal and Tactics:

The goal of this build is to make an accurate controller that with the help of party members is able to beat down enemies.

With this build, you should hit more than you miss. And when you hit, although you won't do an overwhelming amount of damage it will still be respectable. What's more important is the status conditions that you'll inflict. The build also sports excellent defenses.

The aim is to make this build fun to play at all levels while still keeping an eye on the higher levels. However, it isn't until later levels that the build really shines.
