I haven't had a chance to play-test this, but a notion I had: at the beginning of every turn, randomly determine wind direction (or none). If there is wind, there are two effects:

1) Any carrier that wants to launch or land aircraft must move at least one space into the wind.
2) Any smoke screens move one space in the direction of the wind.

In most games I've played, the carriers tend to hang out at the back edge of the map, which is historically accurate and appropriate. But a few turns of bad winds could force the players to either bring them closer to battle, or forego their use...
