Your interpretation of Wizard's Fury is absolutely wrong - it doesn't *change* Magic Missile, but opens up an alternate usage (that can only be done once per turn). The rest is fairly sensical, but it makes a flawed conclusion - that because other powers act like this for good reasons, all powers should. This is simply false - a Ranger's Twin Strike or a Wizard's Arc Lightning don't have the same ancillary effects as Darkspiral Aura's kickback damage, Dire Fate's buff stacking, or Witch Bolt's...

This is simply false - a Ranger's Twin Strike or a Wizard's Arc Lightning don't have the same ancillary effects as Darkspiral Aura's kickback damage, Dire Fate's buff stacking, or Witch Bolt's potential for damage looping. 4e's an exception based system - there are base rules and then powers, feats, and the like that *specifically* work differently and have their own checks and balances within themselves.
Keep in mind the player's handbook 1 has a great deal of errata, and the Swim entry has been revised significantly. So swim or tread water can be done as part of any action that involves movement. This amendment addresses standard action powers that have a movement component to them, such as the charge action. In particular, the failure by 4 or less and the failure by 5 or more entries have been reworded. Double check the errata, which you can download for free from the wizards of the coast...
