The gnome, who introduces himself as Felgar, seems quite happy that Breeze is indulging him. Somehow you get a feeling that people stopped listening to his stories some time back.

"I wouldn't be too worried 'bout the Bleakers," he continues on. "They're depressing, sure, but they're good to those bubbers. They're out for blood now trying to find who's doing this, but they are looking in the wrong place now, aren't they," he states, referencing his little spiel before. "But you are a little mixed up here! A Guvner is doing it, prolly figgurs himself above the law, or somethin, and the Bleakers are trying to catch him in the act! Been hard for me, though, 'cause the Bleakers haven't really been in the mood for drinkin' recently. Longer they don't investigate the Courts, the more power the shade gets, and they spend their nights here? Why won't they just listen to reason?"

Upon hearing Breeze's tale, the gnome nods sagely for a moment. "That kinda stuff happens more than you'd think, you know. Shiftin' portals and all. Don't know those names, so can't help you there. Buncha people will be here when business starts up, Bleakers 'n Chaosmen, mostly, but that won't be for a while. They might know. Also, if a portal is what yer after, go ask Lu, at Tivvum's Antiquities down in the Market Ward! She knows all there is to know 'bout portals, I reckon."

Saiorse perks up at this. Finally, after a day of being assaulted by confusing and conflicting information, there is something that makes absolute sense: Alluvius 'Lu' Ruskin's name. Saiorse knows Lu, as most people who travel about Sigil do for Tivvum's Antiquities is more or less a one-stop shop for getting information about portals and their keys, as the frail old tiefling seems to just know (and possess) just what is needed.

However, there is a reason why she wasn't considered as a good choice before, in that she would probably have information about getting home, but something isn't sitting just right yet. Lu is one of those people in Sigil where it is probably unwise to go asking her questions without knowing the answers beforehand. Rumors persist that the sweet old tiefling is hiding something, and her knowledge and resources only seem to confirm this.

However, there is definitely something wrong: the gnome keeps mentioning the slang names for the old and discarded factions that used to exist in Sigil. In many cases, the faction dissolved, ceding any official power it had in the city but adherents still remained, as there was philosophy at the core of each of the groups. However, the Guvners didn't dissolve. They were involved with the courts of Sigil, but they didn't dissolve, and merely moved from Sigil. Rumor has it they still exist and are trying to find a way to return to Sigil.

In all that seems off to Saiorse, this is something she is quite sure of: there should be no Guvners in Sigil.
