How about an ability similar to the clerical way of "memorizing" spells? An invoker can memorize a bunch of spells, but burn them for a fireball spell, similar to how a positive aligned cleric can burn (substitute) a bless for a cure light wounds. This allows for more flexibility than a straight vacian system, and allows for more utilitarian spells to be memorized without withholding combat effectiveness. You could go more of an opposite route with a utilitarian specialty memorizing combat...

How about improvised magic as an option? This should be less powerful than planned magic. It is costed based upon the liklihood of the effect. Things that are likely anyway are easy and strange things are expensive. Maelstrom and GURPS both feature concepts like it. Examples are given for the most common cases (ie. iconic spells) and perhaps combat magic (which must be faster to draw upon both for the player and the character) must be of the pre-baked libraries (Vancian or Powers).

@hawaiianbrian As I read it, the numbers go like this:
Novice attempting novice task: automatic success
      Novice attempting journeyman task: DC=15
      Novice attempting expert task: impossible

A child can get lucky and hide from an adult, but it is difficult for an uneducated adult to get lucky and pass a math test. This means that some skill tests allow for more luck than others. So as an optional rule we could use the following table instead:
Physical task (allowing for a lucky outcome)
Novice attempting novice task: automatic success
      Novice attempting journeyman task: DC=15
      Novice attempting expert task: DC=20
      Novice attempting master task: impossible

Dsrilk, I wholeheartedly agree that Fortune cards (or ANY "cards" come to that) are a massive cause for concern - this all goes toward the "dumbing down" of the game that started with 4E. Be afraid. Be very afraid.
And don't even get me started on the DnD Insider subscription.... When 4E and the "Digital Initiative" (which eventually became DnD Insider) was announced, we were promised so much, and in the end so little was delivered. Where is the Character Visualizer? Where is the...

late comment, but please stop pushing dnd too far in the minimal direction. no game will ever be all things to all people. there are diceless games out there and they don't sell well. Not saying that is what you are doing, but that sounds like the direction you are going and I think its a bad one. i have not liked mr cook's approach to 4e so far either. Its fun to theorize different approaches to the game, but the game is good right now. it is neither too simple nor too complex. i really...
