The problem with rares in epic is timing. Anything game-changing that's introduced at this point will be in conflict with 20+ levels of character build, and therefore make almost no splash vs. the effort put into it.

That will vary on a case by case basis. Fortune stones and DoAF are going to be in the pockets of a lot of epic characters, but they really aren't build defining.

Melee characters who miss the Stone of Earth can get the Instrument of Death and replace their Iron Armbands of Power with Coutures of Second Chances.

Alternatively if something cool is introduced it could inspire the player to rebuild his PC.

When my paladin PC found the Blessed Brooch of Corendath (+6 Healer's Brooch) I rebuilt him to be more heal-y. I could see similar rebuilds happening based on several of the items.

Which means they aren't Rare by the definition of Rare items.... Oh, wait...

Instrument of Death is throwing away your bundle slot? Wow, what does an item need to do to be worth spending a bundle slot on?

Anyways, you get it as you level up to 26, where a number of players would likely plan on spending a bundle slot to pick up epic tier Iron Armbands of Power. Taking rarity restrictions out of consideration, IoD is strictly better than IAoP, if you are okay with using the ring slot.

If IoD was your reward for having reached 27th level, where many had already spent a bundle on epic tier IAoP....that would be a gutpunch for wasting your selection.

Preferably, something that isnt already duplicated by other uncommon items. Yeah, the minion popper is nice, but melee classes should always use the worthless arms slot for IBD. Implement users are going to use SoR or upgrade to head slot vs. ring slot. Giving up ring for IBD isnt going to come out ahead often.

You cant take Rarity out of the discussion. Instead of just competing with other rings for the item slot they also need to compete with every other rare item out there for rare slots. IAoP is a lot easier to swallow.

No, the gutpunch was Ioun Stones being your reward for 27th level and throwing away IoD as a wasted bundle slot.

Really? I ran the Epic twice at WF. Number one comment by both tables, without any prompting from the DM, about the item bundles? 

"At least they're not all Rares this time."

Its called "Winning", not "whining".

Now if they can just figure out the Custom <> Rare, we'll be all set.

I am sorta curious what people are looking for, when the basic bundles are...

Upgrade +5 to a +6
Get a 30th level common or 28th uncommon
Get any +6 (weapon) or (armor / neck)

I mean, I'm listing more Rares because almost everything else is partially or entirely redundant, and I'm attempting to make sure PCs have access to a reasonable spread of Rares.
