Dragon Magazine #396 published an article called Genasi of Athas. It's Dark Sun specific but all it does is add new manifestations for Genasi. http://www.wizards.com/dnd/downloads/dragon/396/396_Genasi_of_Athas.pdf
Does anyone know if the additional manifestations are legal?

AFAIK they are - the only things from DSCS and related articles that are not legal are Themes, EDs, and anything related to Defiling.
