I noticed the Year 3 Calimshan adventures are heroic (1-10), while the Year 4 Calimshan adventures are paragon (11-20).
Why the change? What regions cover the Heroic Tier now?

This year Waterdeep, Neverwinter and I believe Eltugard adventures are heroic tier.

I noticed the Year 3 Calimshan adventures are heroic (1-10), while the Year 4 Calimshan adventures are paragon (11-20).
Why the change?
Primary Reason: The story - and the extent to which the PCs can impact the region - grew to a grander scale. The enemies and organizations involved were more appropriate for a paragon story than an heroic story in Year 4. Also, since the Year 4 story line builds on the Year 3 story, we wanted to make sure that PCs who played in the first trilogy had the opportunity to continue the story - even though some may have leveled into Paragon during the 10 months between releases. (Not that there is any problem by playing these trilogies with different PCs.)
Note that SPEC4-3 is also set in Calimshan and tied to the overall plot, and is for heroic PCs. The Battle Interactive ADCP4-2 can also be played by heroic PCs.
So, players with heroic-level PCs who played the first trilogy can play SPEC4-3, ADCP4-2, as part of their advancement to paragon (if they are not already paragon), and can then still enjoy SPEC4-4, CALI4-1, CALI4-2, and CALI4-3 as part of their paragon career.
Or, a player can play their heroic PC in SPEC4-3, their paragon PC in SPEC4-4 and the CALI4-x adventures, and either character in ADCP4-2.
Overall, we felt that this opened up the most options for players who might want to play as much of the combined series as possible with the same PC.

So, players with heroic-level PCs who played the first trilogy can play SPEC4-3, ADCP4-2, as part of their advancement to paragon (if they are not already paragon), and can then still enjoy SPEC4-4, CALI4-1, CALI4-2, and CALI4-3 as part of their paragon career.
Without otherwise spoiling things, does it make more sense to play ADCP4-2 before or after the CALI4-x modules?

ADCP4-2, CALI4-2, SPEC4-4, CALI4-3, and CALI4-1 were designed to be playable in any order by paragon PCs. (See what I did there?)
As a side note, SPEC4-3 and ADCP4-2 were also designed to be playable in either order by heroic PCs. (Side note: An heroic PC who plays SPEC4-3 can still play all of the other adventures when they reach paragon tier, although any individual PC can only play ADCP4-2 once.)
All 6 adventures happen during an in-game span of several weeks, with no plot dependant on any other plot happening first - - though they all do contribute to an overarching goal.
