If I understand correctly, the CCG does not allow you to buy uncommon consumables. Suppose my character has a bow and wants to obtain a bunch of those magic arrows printed in AV2 (e.g. the Firestorm Arrow or the Spider Bolt), how would I find some?

...if you earn the favor of the Order of Torm in ELTU 3-5, you can take a bundle of 10 Common or Uncommon pieces of magical ammunition of your level or less.
There's at least one Year 3 story award that allows you purchase access to a specific kind of Uncommon ammunition, but I can't recall which mod it's in. -- Pauper

So far the Global Admins have been allowing some Story Awards for purchase of Uncommon Consumables...although I am not sure we have really settled on what access is reasonable, generous or stingy. Spoiler:

In WATE2-4, a H1 adventure, a story award is available that lets you acquire up to 5 copies of an uncommon consumable (or single copy of 5 different consumables, or other combos), each time you adventure in Waterdeep, rather than a one time purchase. So that is not bad, maybe not great, for ammo. So if you like going on Waterdeep adventures, it does open a fair bit of access. If you never want to return to Waterdeep, not so much. Drawing on favors with local NPCs, it made more sense to me that the access depended upon being in Waterdeep. Keith

As noted there are a few story awards that grant uncommon consumable access, however it is probably not worth basing a character around always having them.
