Hey guys. Since Neverwinter is *technically* a region in the Forgotten Realms, does taking a Neverwinter background count as your one *regional* background pick?

What Neverwinter backgrounds are you talking about?
The NCS has backgrounds in it, but they're associated with themes, not regions (ex. the Neverwinter Noble Background on NCS 20).
I'm not why it would even matter, though. As of the latest LFRCG, the restrictions on home regions have been removed -- you no longer need to choose a home region, and you can pick any background you want.

Those are the backgrounds I'm talking about. If I were to take one of those, would it count as a regional background (saying that I am from Neverwinter)?
But, as you said, it doesn't matter since that portion of the CCG has been eliminated.

Since there are no mechanical restrictions on home regions anymore, you could say your character is from Neverwinter and take any background benefit you want.
If some specific rules element checks it, I don't think that the NCS backgrounds would count as Neverwinter regional backgrounds, though.

I think you can still only take one regional background, although you can benefit from a different background.

They dropped the concept of home regions entirely. If you want to say you're from a particular area for roleplaying reasons, that's fine. But there are no such things as "home regions" in LFR any longer. See this post from Sean explaining that the concept of home reasons was dropped because it just needlessly adds complexity and doesn't really add anything. community.wizards.com/lfr/go/thread/view...You can gain the mechanical benefits of any background you like as long as that background does not require you to be from a place that is not within the Forgotten Realms. The CCG says: (Optional) Select one or more character backgrounds. Backgrounds offer a variety of story hooks and associated game-mechanical benefits that reflect your character's personal history. The Forgotten Realms Player's Guide offers specialized backgrounds for characters who hail from various parts of the world, but you may choose character backgrounds from any player resource (see Table 1). You may not choose any background that requires your character to be from a named location unless that location is in the FORGOTTEN REALMS. It's up to you how many backgrounds you want to choose for your character, but you only gain the game-mechanical benefits of a single background, no matter how many you choose

Do you read this to mean that one can have multiple regional backgrounds?
(even if you only "benefit" from one of them)
How does this work with paragon paths that require a special background?

I'm confused why anyone would want multiple regional backgrounds. You can only benefit mechanically from ONE background, so there's no mechanical advantage to pick multiple regional backgrounds. Roleplaying-wise you can say your characters backstory is whatever you want it to be. For example, you could say that your character was born in the East Rift, and then lived in Luruar, the Dalelands, Cormyr, and Everveska throughout their childhood. But there's no reason you need to have each one of those officially listed as a "regional background." You can just say that's what happened since it's only for roleplaying purposes anyway.
As far as paragon paths with prereqs - I would consider that to be a mechanical advantage. You can pick ONE background to benefit from mechanically which includes the background benefit and any prereqs for mechanical elements (such as paragon paths).
