Short answer: Not yet. Long answer: The preview posted wasn't a Dragon article, and although Heroes of the Feywild is a player resource, the CG has this on page 4: Content from a player resource is considered legal for LFR as of its publication date. In the case of a printed sourcebook, that means the date that the sourcebook goes on sale to the general public.
Meaning Pixie won't be strictly LFR legal until the book actually hits the streets.

It says These playtest and preview game elements are usable in LFR when the content appears on the Wizards website. Does it really need to be strickly a preview published in Dragon Magazine or October: In The Work Preview Article count since its on WoTC website ? LFCG Pg.5 Playtest and Preview Material: D&D Insider subscribers often receive “playtest” or “preview” material, in some cases long before the final rules actually see print. Wizards of the Coast sometimes releases core rules updates in the form of a playtest article before finalizing the proposed changes as official errata. These playtest and preview game elements are usable in LFR when the content appears on the Wizards website (but remember that material from the Unearthed Arcana column in Dragon is not allowed in LFR). The use of playtest and preview content is always optional for players and each player gets to make his or her own decision about whether to use it.

I just don't think this is a preview/playtest on the level of the Monk class, the Bard, etc. where we really had everything that was needed to play the class/race/etc. This was on the sales and marketing side, a taste of things to come, not something in Dragon for players to begin using.
Similarly, I would not expect that a Mordenkainen's item as part of that series would have been something a PC could buy before the book came out.

Thanks SCPRedMage and Alphastream1. I told the Player i'd check with a LFR Admin and asked him to have a second character prepped in case. It look like its a no go.

I'd be fine with letting one play at my table, but I'd try to avoid certain questions I'm hoping are answered in the book.
Things like moving into an enemy's square, particularly when charging.

They have reach 1, so they should be able to charge without entering the enemy's square. As for when they're not charging... that's a worthy question. I assume they'd trigger an attack of opportunity for doing so.

That's true. But are Pixies allowed to charge into a creature's square? 0 squares away is closer than 1 square away. Normally creatures can't charge if they are one square away from something. But if a Pixie can choose to charge into the person's square, they can charge from 1 square away (because they move adjacent to the creature and then into the creature's square, so it qualifies as a charge since they moved 2 squares). Give the Pixie a Badge of the Berzerker so that they never provoke when charging and they can be mean chargers since they can charge from any distance.
It's one of the questions about being tiny that the Feywild book will hopefully clarify.

Ah, but CAN they charge into an enemy's square, if they so choose?
And with a badge of the berserker . . .
Pixie charges INTO the square of the enemy artillery. There is no escape, only provoking the unavoidable opportunity attack . . . and good luck including the pixie in an area attack, unless it's enemies only!
