i have been thinking about making a new character to play, but i simply no longer have any idea what the rules are. also, i dont know what the rules for character advancement are any longer. may i impose on readers to ideally simply summaraize what the treasue rules are for a new character are, and to explain what if anything i can spend gold on once i start adventuring.
one local player told me i can not buy a level 2 uncommon item (the get up as a minor action boots), but i can buy some ritual or potion that costs 10 or 100 times as much. instead i have to use a found item slot on the boots, even if i created the character at a higher level and only 1 found item slot.
this is a serious post. i really dont know what the rules are anymore and frankly i cant find them either. the only ones i have seen are at least 12 months out of date, and seem insane anyways.

The rules are hereBasically, they're using the rarity rules - you can't buy uncommon/rare items, but you can use found item slots on uncommon items. And higher level created characters have 3 found items by default and no found item slots.

Rituals, common items, and item upgrades.
For example, you can spend gold to upgrade a +3 magic weapon to a +4 magic weapon by paying the difference. Also, some story awards may allow you to purchase a limited number of uncommon items.

do you know of any of the modules that would allow my character to buy uncommon items?
and...
and this is a serious question, were the people who make these rules trying to punish players for not having played all the lower levels when they create a higher level character?

There were lots of flame wars. The short answer is "I'd prefer to use the term 'incentivized'"
Edit: You're looking for ADCP31, which is a battle interactive that can't be run in private play. I don't know of other adventures that offer purchase of an unrestricted uncommon.

The biggest issue pertaining to the rarity and higher-level creation rules is that the Globals did not want to generate a situation where a PC generated at a higher level had access to more equipment and options than a PC generated at from first level (the recommended way to play the campaign) would upon attaining that level. There was a deliberate decision that if an error was made in balance, it would be an error in favor of the character created at first level.

Np. Upgrades. My 13th level character that was created at 8th, as an example, just upgraded his +2 Nightmare Ward Leather armor into +3 Nightmare Ward armor. If everything goes well, at 14th, I'll upgrade his Cloak of Translocation +2 into a +3 Cloak.

if i dont want to play a character that is made under the new punishment system, can i retire an older high level character. there is absolutely no chance of anyone in my area ever leveling up a character from level 1 or even level 5 again so it is flat out impossible for me to make a character under the normal rules. and i have already leveled up a couple characters to paragon in the past and i really dont want to do it again anyways.
can i just use the rules that came out a while back where you could make a chacter at level 11 and spend your starting gold to buy uncommon items? for me this is the difference between continuing to play and stopping.

No, we were trying to reward those who did the work of getting their character to the higher levels. Quite simply, allowing the player to just create a fully powered PC of a given higher level would be a disaster for the game. [For one thing, we are about certain to do it wrong, and allow stronger PCs by creation than by play.] The game thrives on the XP-treasure reward system, which keeps the player on the treadmill constantly thinking that in another game or two he will gain a level/magic item and be a real stud. That system falls apart if he can get the same thing by just opening the books and selecting what he wants. Allowing higher level creation at all was a bad idea, but there are claims that it would help make tables. So it is allowed. But it is highly dangerous to the game, and should face serious restriction so it is obvious to all that this is not the way to get a real stud PC.
