Undrhil you could just have not replied and saved me some time of checking. First of all I am not basing my character on this item. I wish to try it out and I am asking if any of the mods give out some rare items. We have to use this broken item rarity system and there are new rare items coming out and we can't get many of them.
If you do not know that is fine. If you don't wish to spoil then just do not reply.
I do not play in a home game. The people I game with only do LFR.
I see a few things wrong with this. First of all, I never said you were basing your character on the item. Apparently, you've had people accuse you of this in the past or you wouldn't have jumped to the conclusion that that is what I was doing in my post. Second, I answered your question (keep playing and you will find one eventually) without spoiling it for other people who may not want to be spoiled to that knowledge. It's just as easy for me to type that as it it is for me to put in the spoiler tags but if I don't put in the answer, then people won't be tempted to read the spoiler.
I agree that the item rarity system sucks. It really does. But it's what we have and we won't be getting rid of it any time soon. Might as well make the best of it while we have it. To that end, don't plan on getting anything rare unless you go through quite an ordeal for it. (Oh look! Another hint!)
Rare items are meant to be rare ... you don't find them in any run of the mill adventure. If you want to find a rare item that badly while you are playing, then you should get into a homebrew game where the DM agrees that he will give you said item.
And the mods are freely available to download if you want to spoil yourself that badly as to what you have to do to get a rare item.

First of all I was replying to two people at once. I figured you'd read the post right after yours. Someone claimed I was basing my character off of one item. If you read my original post I said if you were going to use references to what mods had them to enclose them in the spoiler brackets and if you do not wish to do that then do not bother replying.
I am aware of a few mods that have rare items pre-selected and even one that has an open ended selection for one. I am trying to find a few other options.
This item does not make or break my character but I would like to try it out. It is that simple. As stated I am a LFR player and doing homebrew mods does not fly when you go to a convention to play LFR mods.

I think in general it is a bad idea to base a character on any particular magic item in LFR. It works better in a home game.
Just to quote this and answer. I am not basing the character off of one item. I can save myself a feat by not even getting shield prof. I just wanted to play around with the item for the shield bonus so swordmage warding still works.
I am nearing epic tier games so I just want to have as many options as I can for those games. I just like having my little niche of beating near unhittable in as many defenses as possible to give bad options for team monster.

I am not aware of any other way to get the Winged Shield through LFR adventures at this time.

Unless they have made changes to some of the mods, there are a handful of older mods which state something similar to the following: "You may pick any item of your character level from the Player's Handbook series."
Except, of course, that there are no rare items published in the Player's Handbook or Player's Handbook 2.
Gauntlets of Ogre Power became a rare when it was re-published in the DM's Kit, but it's not clear that you can take the Gauntlets with this story award now, since the item is not referenced by name, nor is the word 'rare' used in the bundle description. As such, that bundle is not a valid source of campaign documentation that allows the selection of a rare item (and even if it were, there would only be one rare item that would qualify).
(There are plenty of other threads discussing what happens if you took the Gauntlets back when they were an Uncommon item before the release of the DM's Kit, and that scenario doesn't apply to the OP, so I won't repeat those discussions here.)
