The general wisdom in our neck of the woods is that Meta-Orgs are "coming soon" but still don't actually exist yet. Right or wrong, that is the impression one gets from looking at LFR.com.
Well, the livingforgottenrealms.com site where the Meta-Org guide is located says, "The draft rules from May are usable in the campaign until the next version is released."
I'd think this means you can use the draft rules, even though they're draft rules. However, given that there may be changes between the draft version and the 'live' version, it may be smarter to hold off until the final version is released. Depends how you want to play it in your area.

The lfr.com site also says "The draft rules from May are usable in the campaign until the next version is released." which should be understood as go ahead and use these rules until a new version is released.
As best as I recall the staff discussion, there was not much concern about descriptions, but some discussion about whether the benefits needed to be more normalized. So you might see a tweak to the benefits, if that matters to you, but the basic organizations probably will not change much.
In the case of the Heirs of Mirt, I introduced that organization to LFR in the Year 1 adventure, WATE1-5, and the only changes since were to 1) lower the entry requirement of number of story awards, and 2) add the now allowed game benefits.

To be fair, I turned in the Neverwinter MO only a week ago. That may have delayed it a bit.

Especially with Spec 4-1 and 4-2 pointing people to a document that has no information on the Cerulean Sign Meta-Org which now some PCs can be part of....

The only thing I have to say is this: at some point, you either have to sh*t, or get off the pot.
Seriously, this thing has been delayed time and time again for nearly a year. At some point, you just have to go with what you've got, and just release the damned thing. I mean, it's not like you can't release updates.

I think the cerulean sign meta-org should be released as a single meta-org, draft notation stamped on every page, etc...until the regular meta-org document can be released.
I've got a character who has gained 2 levels since she qualified for it and has played mods where it could be relevant. Except I don't actually know if I would sign up for it depending on what the entrance requirements would be. I don't think I'm the only person in this situation.

Likewise the Lance Defenders and Platinum Cadre from TYMA2-3; quite a few PCs in my regular group qualified for one or the other, but we have no idea what the cost/benefit equation would be.
