This is still the case in the Interim LFR Campaign Guide 2.0: "You can find a magic item whose item level is more than four levels above your character level, but you can't use it until you reach the appropriate level." (p. 12)

So if you find a boon before you are high enough level to use it...  Does your countdown start when you find the boon or when you can start using it before it expires?  For example, a 10th level character is given a level 17 boon in a module.  They can start using the boon when they are level 13. Does the boon expire at level 15 (5 level after they obtained it) or does it expire at level 18 (5 level after they could use it)?  I would guess that the second case is true so the character can actually benefit from it for 5 levels.  (I apologize if any of those numbers were off..., I'm tired. But you get the idea.)

Ok, so I played this module last night and it was pretty awesome - suitably impressive-feeling for a P3 mod as well as for the finale of a region.

I still think the adventure could have used a more impressive-sounding title. "Goblins Strike Back" just sounds kinda weak and pathetic. It reminds me of the table conversation at an H1 adventure:
Fighter - Ok, I move up next to the goblin and swing my sword at him. He takes 13 damage and is marked.  I'm done.
DM - All right, it's the goblin's turn. The goblin strikes back at you since you marked him.  Take 10 damage. 

I can think of some more impressive-sounding and appropriate titles for the adventure. Possibly involving the words "seek revenge" or "armies" or "demons" or "Morthak the Everhungry".

Here's a question.

In the last fight - what if there are some PC's who destroyed the crown and some who didn't? Is this left up to the DM, or is there a standard for situations like this?

@JRedGiant1: Majority rules.  If you have 2 PCs with outcome A and 3 PCs with outcome B, then the outcome in effect for the table is outcome B.  

If the outcomes are tied, then the DM will probably need to decide which outcome is in effect.  This will depend on the adventure.  Sometimes it might be better to treat a tied outcome the same as if nobody at the table had played the previous adventure, because sometimes these choices are very important to people and can lead to players getting upset if they think the DM is arbitarily picking one story path over another when the previous outcomes were tied.

For me personally, in a yes-no type situation (did something happen or did it not happen) my usual default is that it did not happen unless it happened for a majority of the PCs at the table (so a tie would equate to "did not happen") but that is not any sort of an official rule.

My group played this at our last meet-up. It was pretty funny in the final combat when one of our fighters with "Exorcism of Steel" was using Morthak's own weapon against him

Played this at your table.  A bit more of the story.

Sat down to play this with my level 20 bard/warchanter.  

At the start of the adventure, informed our melee folks that I had a daily power which could let them hit automatically with a melee encounter power.

Ranger promptly speaks up and says that if we encounter a guy with a big weapon he'd love to hit with Exorcism of Steel and take their weapon from them.

We then encounter Morthak.

And the rest, as they say, is history.... Laughing

I agree the title was kind of weak, but it was a really fun adventure. My wizard got to Spoiler: Show
pour over all the rituals he could think of to fortify the city. He ended up sealing the front gate with an arcane lock only a DC50 check could break - New Sarshel has a fancy new magic gate I'm thinking -  and made magic circles only 35th level demons could penetrate (for some elite archer squads to hunker down in). I also got to use Tenser's Disk to move rubble to the wall and Make Whole with Mordenkainen's Joining to make the wall perfect again. Too bad that Bigby's Construction Crew ritual wasn't out yet - and Unearthed Arcana to boot.

Not to mention that his non-arcana skills also came into play to advise the leaders of the city (Master Strategist).

It was also a blast to fight such an iconic monster in the end - too bad my Wizard missed so much in the final battle - though his wall of fire actually hurt the enemies some (this power really should be an evocation).
