If an aura is brought onto the battlefield using a Sun Titan, does it target the permanent it attaches to?  Most rules concerning auras indicate that they always target what they attach to but rule 303.4f isn't clear about that as it does not use the word target.  Could someone please post an official ruling on this as we have disagreement among several judges who have discussed it.

No, it doesn't. Only spells and abilities on the stack can target; an Aura being brought directly onto the battlefield by your Sun Titan is not being cast as a spell and is never on the stack, so it cannot target anything. It enters the battlefield attached to an (appropriate) object of your choice, but this process doesn't target

114.1b Aura spells are always targeted. These are the only permanent spells with targets. An Aura's target is specified by its enchant keyword ability (see rule 702.5, "Enchant"). The target(s) are chosen as the spell is cast; see rule 601.2c. An Aura permanent doesn't target anything; only the spell is targeted. (An activated or triggered ability of an Aura permanent can also be targeted.)
