It depends. I think if everyone has access to magical effects then it becomes science fiction. If the characters and a handful of others have access, then it becomes superhero-esque. I don't think it gains the element of fantasy, though, where a lot of time when magic happens, the characters can't control it or trust it to do the same thing twice. In essence, it isn't weird.
