Arthur Tollman is the appointed governor of North Seagate. He is a short human male with a potbelly and an expanding bald spot in the middle of his head. He wear slim spectacles and well-tailored clothes that reflect his quiet nature and his quiet way of speaking. He owns most of the docks and earns his profits by renting them out, and from the Seachest, a local provisioner specializing in seafarers' needs. Arthur lives in a manor a mile north of the docks with his wife Mildred and their 12 children.
