The Tmir Okata

This faction of the Dragovar arcane caste focuses on combat magic. Its members are specially trained battle-mages armed with spells that let them cross the battlefield quickly and deal damage to large numbers of foes. Members of the Tmir Okata wear distinctive cloth armor as well as gold, tight-fitting dragon masks that cover their faces except for their eyes and mouths. They commonly wield orbs or staffs. They have sworn an oath of silence and communicate with each other using a complex sign language.
Tmir Okata battle-mages are the vanguard air defense for the Dragovar capital of Io'calioth, riding into combat astride spectral drake mounts. The spell they use to conjure their mounts is a variation of the wizard's fly power and presented below:

Spectral Drake (Wizard Utility 16)

You conjure a ghostly drake mount the size of a horse, its body and wings made of golden light. It bears you skyward, heeding your mental commands.
Daily • Arcane, Conjuration
Standard Action Personal
Effect: You conjure a spectral flying mount and gain a fly speed of 10 until the end of your next turn. The mount occupies the same space as you, gains a +2 bonus to its defenses, and grants you a +2 bonus to AC.
Sustain Minor: You can sustain this power until the end of the encounter or for 5 minutes. If you don't sustain it, you float to the ground without taking falling damage.
