This list aims to create a list of strictly dominated and strictly dominant options. The dominant option will be listed in bold font.
Key:
Strikethrough: A struckthrough listing means that errata have balanced the two options in some way, so that one is no longer strictly dominated by the other. These are useful to see how the game has changed over time.
Underlined: An underlined listing, conversely, was created by errata.
Encounter powers are listed in red.
Daily powers are listed in gray.
At-will powers are listed in green.
">" means "strictly better than"
"≥" means "at least as good as."
"=" means "is the same as."
There are several subcategories within each category.
Universally superior options
These are options which you should always take over their alternative.
Restricted superior options
These are options which are superior - provided you meet the requirements to choose both options (stats, race, class) which may not necessarily be the case. The restrictions will be listed.
Conditionally superior options
These are options that are superior under certain common circumstances, with the conditions for superiority being listed after the power.
Higher level options
These are higher level replacements for lower-level spells, which are in all ways at least as good as their lower level alternatives in all ways. Nothing broken here - just powers acting like they're supposed to.
