Here the situation... I hold Norway with the UK with a fleet of war ship on the convoy sign... The german just took back norway but my fleet is still there, did he receive the +3 IC for Norway right away or did my fleet stop the convoy and the 3 IC from happening????

The fleet would negate the income from Norway (assuming it consists of three or more surface warships, two or more subs, or at least one surface warship and one sub).
