Haruna and evade bombs SA

Evade bombs says it is to be used when Haruna is the target of a bomb attack. Can you please clarify the timing of its use?

I have assumed that this means after an attack is declared, but before the dice are rolled, is this the case?

If this is true, some other questions: Can the bomber be used to attack a different target, or is the attack lost? If the bomber was declared an 'expert', is the use of that SA also lost for the turn or can it be reassigned?

The use of Evade Bombs is declared after the bomber is fully committed to that attack, with all options and special abilities declared, but before the bomber's attack dice are rolled. If the bomb attack is not evaded successfully, then it's resolved normally. If it is evaded, the attack is still completely used up, including add-ons such as Expert Bomber.
