4e tried that with Twin Strike and it didn't quite work. It would need to be /any/ bonus at all. Or rather, roll two attacks, if either hits, [W]+bonuses. If neither hit 2[W] but add bonuses only once. That's still /really/ nice because you have two chances to hit, but double hits aren't so bad.
Do you mean "If both hit"?
In memory of wrecan and his Unearthed Wrecana.5e should strongly stay away from "I don't like it, so you can't have it either."
