Draco, I believe the numbers are his levels and the spells are the ones that he's going to have access to each day. I might be mistaken, though...

Step 1: Understand the advantages of sorcerers. This is their superior Spells per Day and ability to spontaneously apply metamagic.
Step 2: Understand the disadvantages of sorcerers. This is their limited spells known, lack of class abilities, and inability to quicken spells.
Step 3: Minimize those disadvantages. Expand spells known through any means necessary, don't take spells that you can't metamagic or can regularly access through wands or similar. Take a prestige class as soon as you can, and never look back. Metamagic specialist (PHBII) alternate class feature lets you cast metamagic spells at normal speed 3+Int times per day for the cost of your familiar (which won't progress in a prestige class anyway).
Step 4: Use the advantages. This means that unlike a Wizard, you can be much more fast and loose with your spells without worrying as much about wearing out for later encounters. This also means picking up a metamagic feat, or 3, which can prove useful as you can use them whenever you need them.
With this list, the questions come up (as they always do) "What are the other players playing?" and "Are there any prestige classes you're looking to enter?" This can be important, for example a UMD Rogue can help with wand use or a summoner cleric might enjoy more battlefield control for their monsters to let loose. Additionally, feats and spells for qualifying for prestige classes may lock in choices you might not otherwise take.
Finally, as with most feat starved builds there is the question "Are they allowing flaws?" (flaws are presented in Unearthd Arcana page 91), as this would allow you to pick up more metamagic and/or more easily qualify for a prestige class.

I agree with most of the advice but a familiar does still "advance" even if you aren't taking levels in Sorcerer or Wizard. Sure there is a feat that can let other classes count but many of a familiars basic stats come from your character and not just your levels in Wizard or Sorcerer. While they may use the same line for their extra special abilities there can be a world of difference between two familiar of the same type owned by someone with just one level in Wizard.
