Does a hybrid runepriest only get either the rune of destruction or rune of protection when they take the hybrid feat? I have a player who seems to switch back and forth between them but I don't think that is proper.

No Hybrid Runepriest don't have to choose between rune of destruction or rune of protection when selecting Rune Master Hybrid Talent, they get both and only choose which when using a runic power.

Worth noting that you pick your Runestate+get the rider in a power regardless of if you have Runemaster. Has solely to do with the power having the Runic keyword. The only thing Runemaster gives you is the secondary bonuses (+1 to hit vs adjacent enemies for Destruction, etc).
