Switch to Forum Live View Reliable and Secondary Attacks

If a power with the reliable keywork also has an effect with a secondary attack, do you have to miss with both the primary and secondary attack to not expend the power. For example the Rogue 9th level Daily, One Hundred Knives.

Correct.  If  (and only if) a reliable power misses every target, the power is not expended.

Also note that in this power's case, the effect is to make two secondary attacks, so you would have to miss with all three attacks in order to be able to try again. 
OD&D, 1E and 2E challenged the player. 
3E challenged the character, not the player. 
Now 4E takes it a step further by challenging a GROUP OF PLAYERS to work together as a TEAM. 
That's why I love 4E.
