Is there any disadvantage for a non-caster to wear leather Armor if s/he is not proficient in wearing Light armor?
If it wasn't for Shadowfax, Gandalf never would have made it.
Shadowfax, the real hero of LotR.

The armor check penalty is applied to all attack rolls and STR and DEX based skill checks. So, since leather armor has no armor check then there wouldn't be any other penalty.

What kind of non-caster isn't proficient with light armor, other than psions & wilders (which I tend to think of as casters)?

Commoner levies that you're trying to equip?

Yes and no.
There are some abilities that can only be used when not wearing armor so of course wearing armor is going to prevent their use. It may not be what you are looking for but it is a "penalty" for wearing armor even if applies when proficient in its use.
For a great many characters if an armor or shield has a 0 for an APC then anyone could wear it without it being a problem. I may make it take longer to get into or out of when not proficient but it can still be worn.

Yup, classes like Monk that specifically mention lost abilities when wearing any sort of armor still lose those abilities when wearing leather armor.
I was assuming Shadowfax was asking for something like a Commoner that has no mention of specific penalties in the class description.

So in effect, mithril or a celestial chainmail is a way for rogues to wear better armor without a significant impact on their abilities, since both make the respective armor count as light and the effective ACP is almost non-existant by itself?

Githcrafted is also a viable option, I believe.
Feycraft and githcraft are usually used for reducing arcane spell failure, but don't do anything to help the armour check penalty.
Interestingly, the other nonmagical alteration (a thistledown suit) for reducing arcane spell failure actually increases the armour check penalty by 1, but that increased penalty can still be absorbed on a chain shirt when you're using mithral as the material.

Zauber's Mutable Rod: This rod has a number of useful functions that make it easier to live in the wilderness. It is made of polished wood, with five studlike buttons on one end.
