I was just reading over the Actions in Combat section in D&D 4E Essentials and it says this:

On your turn in combat, you can take three actions:
A standard action, which is usally an attack
A move action, which involves movement
A minor action, which is simple and quick
You can give up an action to take another action from lower on the list, so you can take a move or a minor action instead of a standard action or a minor action instead of a move action.


 
I just want to make sure that I'm reading this right. Does this mean that I can make a Standard Action and two minor actions if I forgo the move?

Yes, you can always trade a "better" action for a "worse" action.

you can also trade your standard for a move or a minor.

Sometimes you don't want to move  or just need more minors.

As long as the enemy is close enough, yes.

You still need to be close enough...  just not quite as close.
