You mean Unearthed Arcana? I've got it, though it's falling apart on me.
I don't think so...there's a book by Green Ronin Publishing called Bastards and Bloodlines (GRR1104). Includes 28 crossbreed races (with 8 subraces), 12 new templates (half-beholder, for example), over 30 new feats, and new spells. As it's third-party, you may have to check with your DM...
There are quite a few nice third-party books out there, actually:

The Book of Fiends (Green Ronin, GRR1025) - new base classes, new domains, new spells.
Arcana Unearthed (Monte Cook) - 9 new races (litorians, giants, etc), 11 new classes (witches, unfettered, etc), new feats/spells/skills.
Spell Treasury (Monte Cook) - over 500 new spells (with heightened and diminished effects) from several of his books.
Player's Guide to [insert classes here] (Sword and Sorcery) - new feats, invocations (not Warlock), rituals, PrCs, items (including specialised holy waters), spells. From what I can tell, there are 5 books in this 'series': Clerics/Druids, Wizards/Bards/Sorcerers, Fighters/Barbarians, Monks/Paladins, and Rangers/Rogues.
Advanced Player's Manual (Green Ronin, GRR1602) - new ability score (Luck), a way to build a new race (you're given a certain amount of points and you can pick and choose your racial abilities), half-races and greater races, new template (Planetouched), new base classes, new feats, mass combat rules (if you don't have Heroes of Battle), new spells (I love heat lightning - Bard/Druid/Sorcerer/Wizard 1, strikes a cylinder (5 ft radius, 30 ft high) for 1 round with lightning that deals 1d6 nonlethal damage +1 per level (max +5) and dazzles anything that it hits for 1 round...and catches them on fire for 1d6 fire damage per round until extinguished; a successful Reflex save negates the dazzle and fire, but only halves damage), psychic rules (similar to psionics).
Mythic Races (Legends and Lairs) - more than 20 new base races with racial feats and racial PrCs.
Spells and Spellcraft (Legends and Lairs) - new spells, construct rules (golems and animated objects), rituals and ceremonies, familiar rules, new magic types (chaos, ward, and spirit), new item creation feats, rules for libraries, magic items that mold themselves to the wielders (kinda like legacy items), new magic items.
Relics and Rituals I and II (Sword and Sorcery) - new PrCs, new spells, rituals, magic items, astrological magic.
Complete Book of Eldritch Might (Sword and Sorcery, but by Monte Cook) - variant bards and sorcerers, new spells*/feats/PrCs/magic items/creatures, magical locations, starlight magic, spellsongs, frozen dreams, magical constructs. A compilation of 4 books (Book of Eldritch Might 1-3 and Songs/Souls of Power).
* - Including a 4th-level spell that grants its target a 2d4 enhancement bonus to Dex and the use of the following feats for 10 minutes/level: Quick Draw, Improbed Initiative, and Combat Reflexes...along with evasion. The only downside is that it's only on living creatures.
