Question about these two powers: The level 17 Artificer encounter "Radiant Burst" and the Academy Master utility "Refined Recall"
Radiant Burst allows an ally to spend a healing surge, followed by making an attack on a target adjacent to the ally who spent the surge.
Refined Recall allows you to recover an encounter power that missed.
The wording on Refined Recall is that the attack has to miss its target. The wording on Radiant Burst is "Target: One creature adjacent to the character who spent the healing surge"
Does this mean that Refined Recall would be able to refund Radiant Burst if the attack half of it missed, thus giving the Artificer another use of the heal?

Is the attack part of the Radiant Burst power, or does it just say, "That ally can make a melee basic attack"?
If it's part of the power, then yes, that combo works. If it simply grants a basic attack to an ally, then it does not work.

The Radiant Burst ATTACK power is an attack you make against a target adjacent to someone you just granted a healing surge through the same power. Essentially, the heal is an Effect that occurs whether the Attack hits or not.

If the target is missed by Radiant Burst it effectively won't be expended because Radiant Burst is an arcane encounter attack power that will have missed every target.
