Not to mention, who says they won't just bake a couple of choice feats into the class? A basic barbarian might get charge. A basic fighter might get weapon expertise. Etc.

Does it not seem pointless to worry about dead levels before the class features are finalized?
It seems like there will be plenty of time for that once they figure out what all of the classes features are going to be.

To make it work, feat unlocks (and probably also stat-up unlocks) need to be keyed to class level instead of character level.

Why? That just means you could end up with lower stats and fewer feats just for multiclassing at the wrong level.

As opposed to getting double swag at Fighter5/SomethingElse1, and then six HP at Ft6/SE1? Seems kinda bumpy.
All that does is say "Five fighter levels, then stop."

All your suggestion does is say "only multiclass in multiples of four, or you'll be weaker for it." Therefore you can't be exactly half-and-half without a needless penalty.

I hate to beat the dead horse again, but still design and level-up options are dreadful.
Maybe every character should have a resurrection ability at one of those dead levels to give them more life. The ability might even be useful in resurrecting dead horses so you can beat them further.
Warning: No animals were harmed in the making of this post and the author does not condone violence towards animals, paricularly already dead horses.
LOL, I have to wipe my eyes I was laughing do hard. My side hurts now.

they should include followers as part of the leveling process that could fill in a level or two

Yes - but followers will definately be an optional module. Their effect on gameplay is too dependent upon the size of the group and other factors.
