I hate to beat the dead horse again, but still design and level-up options are dreadful.

The amount of feats(being optional or not) is pitiful, the amount of bonus skill training(none) is even better, only thing that is remotely satisfying is bonus abilities but not by much.

Some classes on later levels are full of life as lunar surface is.

WotC should do something and throw us a bone that still has some meat on it, as this looks like 3.5e with anorexia.

feats : the game test has 56 and 3.5 had 93 in PHB,  this is a game test not a early print of a product they have done feats before in other editions so there is no need to give us all the feats thet might be in the release. only thing they mght be testing if is the amount of feats you get is satisfying.

later levels : the levels 3,6,9,12,13,15,16,18 and 19  are kept a bit barren for the folowing reasons.
3,6,9,12,15,18 are elevels where you get a feat.
13,16,19 will be the levels where you get features from your legecy this was talked about in one of the articles on play level 10+ but the legecy system is not in the game test at this point.

Maybe every character should have a resurrection ability at one of those dead levels to give them more life.  The ability might even be useful in resurrecting dead horses so you can beat them further.

Feats are supposed to be optional though. What if someone doesn't want to play with them? They shouldn't be penalized for it. If this is the modular build then its not really good as modular if its basically say oh you can play without this module but you will be underpowered and have dead levels.

as far as i know there is no play without feats in basic you have feats asigned instead of being able to chose yourselve trough specialties or featselection.

Oh well they wanted a very modular system. That doesn't seem modular to me. I mean I don't care about modular, honestly but people do. Personally, I like feats because they are fun. When I level the first thing I do is  find my next feat, haha.

If you don't want to use feats, you shouldn't complain about dead levels, you are imposing them on yourself. Feats vs class features at those levels: either I can get a pre-defined thing or get to choose one for myself, which is more immersive and character-defining? Or I could get both a feat and a class feature, I think that's a bit much.

more is better, more options you have and more gizmos you can pick you have more fun as your character can do more interesting stuff.

Now, if you get via leveling(besides HP, and passive attack/save bonuses): MDDs, feats, bonus skill training, bonus abilities, class features(new level of spells, special powers and maneuvers), I expect that on a level you get 2 to 3 of that 5.

They wanted a modular system so in order for that to be a viable option the game should be playable and fun without the use of the modules. If they are filling the levels in with feats then its no longer a modular system for those who do not want the modules. They shouldn't call the system modular then. I have nothing against a modular system or not a modular system but they shouldn't fill in stuff with modules and make everyone who doesn't use them severely lacking.

When they say feats are optional in the basic game I think what they mean is that each class will be given class features (based on the stereotypical feats for each class) instead.  I don't think they mean you get nothing in their place.
