If someone finds gloves of +2 str and a ring of +2 str, do the both stack? to be an overall +4...or is it a one item limit to ability bonus?..

I'm pretty sure no such items exist in 4E, but in most cases, no. When an item gives a bonus, there is usually a type associated with it (+2 Item bonus to Str, for example). Typed bonuses never stack with other bonuses of the same type. If you somehow obtained an item that gave a +1 Item bonus to Strength, and another that gave a +2 Item bonus to Strength, only the greatest bonus would apply.

Yeah, there are no such items in 4e but if one was made, it would have a TYPE to the bonus or else be UNTYPED.  In other words it would say something like "+2 item bonus to Strength" or just "+2 bonus to Strength."  The word "item" is key since that's the type.

Typed bonuses stack but not if they're of the same type.  So in other words, if you have two things that give you an item bonus, only the greater bonus applies.

Other bonus types are Enhancement, Armor, Shield, Feat, Power, Proficiency, Racial, etc.

If the bonus is untyped it will stack with anything included other untyped bonuses.  This is why untyped bonuses are more desirable.

Also, in 4e, having items that give a bonus to ability scores is bad.  Mucho mal.  It really screws up the game math and can make encounters trivially easy.  That necessitates making the monsters harder, then it all spins out of control, the table flips, the game ends, the room starts on fire and the world explodes in nerdrage.  So don't do it.  In 3e, there are all sorts of game elements that give ability score bonuses, which is one of the reasons the game is kinda ... special.
