Our group is still new to D&D 4e and we are stil trying to figure a few things out.

We were using the Character Builder and some of our characters were alotted more than the recommended number of powers as per the table in PHB1 that gives power allotment per level. As an example the human race allows for an additional power choice.

Are we allowed to have access to all of these then, or do we select a subset, that is capped at the level allotment. I know for mages that they can have some of their spells in their spellbook and this cuts back the number of available powers, but Im confused for other classes, and especially hybrids.

The chart in the PHB only applies to class powers.  You will gain all powers from other sources, such as your race.

in general, if the combat lasts enough rounds and you have the available actions, you could use every power you have in one encounter.

Great thanks everyone. We thought we just had to stick to the class table and were missing out on a ton of cool powers we wanted to incorporate into our strategy.

With the exception that some utility powers may not be super-useful in combat, yes. 

You can use all of your At-Will powers as often as you want each encounter.

You can use EACH of your encounter powers ONCE per encounter, as many or as few as you want.

You can use EACH of your Daily powers ONCE per day.  You burn then all in one encounter or save them or dole them out per encounter, your choice.

This includes powers you select at each level because of your class, powers that you gain inherently because of your class, racial powers, theme powers, powers from magic items or any other source of powers.

Also take note that when you get into the higher levels you start replacing lower level encounter and daily powers instead of adding them so your number of encounters and dailies won't go over a certain amount.

As you mentioned, Wizards get to pick one extra Daily power each time they get one from levelling up and also one extra utility power when they get one from levelling up - but they can still only use one of each of those each day IIRC.  The extra powers just give them more options but don't allow them to use more powers (spells) than other folks.  This simulates them having a variety of spells in a spellbook that they can choose from to memorize each day.

(Oh yeah, and by the way, skip taking the extra at-will power for humans and pick Heroic Effort instead.  It's way better to have in almost every case ... )

OK I am a bit confused again. If, say at level 5 we have 2/2/2/1 we can go over this alloted amount in the powers we have at our disposal?

2 At-will attack powers, 2 encounter attack powers, 2 daily attack powers, and 1 utility power is what you will have from your class, generally (psionic and essential classes might work differently but let's not go there at the moment) at level 5. To this amount you add whatever you get from race, theme, feats, items and so on. You can use whatever power you actually have. A human fighter will have 3 At-will attack powers, for example, and can use all three of them. A dragonborn whatever will have 3 encounter attack powers (2 from his/her class + dragon breath) and can use all of them once per encounter. The table ONLY tells how many powers you will have from your class at any given level, it does not put a limit on how many powers you may have from other sources and it does not put a limit on how many powers you may use during an encounter or a day.

Also not that the table only take leveled powers into account. You may gain more powers from your class due to different features. A cleric, for example, have two channel divinity powers (encounter powers, but you can't use both in the same encounter) and healing word (an encounter power usable twice per encounter), a wizard will have four cantrips (minor at-will or encounter utilities).

This list applies to a very specific thing, the at-will/encounter/daily/utility powers granted by your class based on your level.  And no, you cannot go over this alloted amount of powers from your class, that have levels.

There are a lot of other powers that don't come from your class based on your level, and they aren't restricted by this listing in any way whatsoever.  These include racial powers, item powers, theme powers, powers granted by class features (which are not the same as the leveled class powers), etc.

The only things that fall under this category are things that have headings in the books like "Level 1 Fighter Daily Exploits."
