How would this power work with a blazing arc ki focus (or any ki focus that changes damage type)? Could I gain the benefit of the vulnerability and the damage type of the ki focus concurrently on the same attack OR does the attack gain the damage type before the vulnerability kicks in?

The application of the vulnerability resolves at the same time the hit resolves. Even if the hit is doing fire damage, the vulnerability applied by the hit won't work on the hit itself.
The vulnerability will work fine the next turn, however. Go nuts.
