The Area of effect for the Cloud of Daggers power indicates '1 square within 10 squares'. It does not specifically say 'blast', though this is how we had been treating it.
The Target says it affects 'Each creature in square'.
Should I be reading this that the cloud is actually only on a single square?

Yes, Could of Daggers only affects a single square.
If the square contains more than one creature (normally Tiny creatures), they are all affected. It also helps against swarms which are normally vulnerable to Area and Close attacks.

That was what confused me. It is unusual for 2 creatures to be in the same square so it seemed odd that it would refer to multiple creatures. It makes sense though. Time to disappoint my Wizard.
