Move Action: You move the zone up to 5 squares. If a monster has darkvision, can it see through/in the zone?

No it will still be affected because darkvision only ignores concealment that is a result of dim light or darkness, not powers. RC 168 Darkvision: A creature that has darkvision can see normally regardless of light. It ignores concealment that is a result of dim light or darkness.

Actually, it will still be affected because darkvision only ignores concealment that is a result of dim light or darkness, not obscuration.
A power that causes dim light or darkness will be able to be seen through by Darkvision.
