My party is almost level 13 and I've taken a look at the level 13 monsters in the compendium and the adventure tools, and it seems that all of the standard level 13 monsters were added two damage die from what it says on the DM screen and one monster for example(Yaun-ti Malison Sharp-Eye, pg 269 in monster manual 1) in the book the power is


Longbow (standard; at-will) ✦ Poison, Weapon
Ranged 20/40; +18 vs. AC; 1d10 + 6 damage, and the yuan-ti
malison sharp-eye makes a secondary attack against the same
target. Secondary Attack: +16 vs. Fortitude; ongoing 5 poison
damage, and the target is dazed (save ends both).


In the compendium it is


 Longbow (poison, weapon)  At-Will



Attack: Ranged 20 (one creature); +20 vs. AC



Hit: 3d10 + 6 damage, and the yuan-ti makes a secondary attack against the target.



    Secondary Attack: Ranged 20 (same creature); +18 vs. Fortitude



    Hit: The target is dazed and takes ongoing 5 poison damage (save ends both).


Why such a buff? Also, the defenses of creatures from 12 to 13 is a huge spike, + like + 3 on average. Why the jump in difficulty? Why such high damage? What's up with this?

Monster damage was increased between MM1 and the newest set of monster books the Monster Vaults. Old monstes weren't doing enough damage so they upped it.

They dropped the HP and upped the damage on most monsters post MM3.  This was done to speed combats up and make them more dangerous.
