The Windlord level 5 feature states:

"Whenever an effect enables you to fly, you can fly an additional square."

I took the Storm Dragon paragon path, which grants Storm Dragon Wings, "You gain overland flight speed with a speed of 8."

So my question is simple. Do I have an overland flight speed of 9?

No. You have overland flight speed of 8 and when you fly you can fly an additional square. Similar result but not exactly the same.

It allows you to fly 3 squares while slowed for exemple, while it'd be 2 squares if you had a fly speed of 9 due to how slowed reduce your speed.
