How do these two interact? Would the bard have to play Song of Rest on the instrument, and use the daily effect at the same time? Does it still only affect one ally? No rush... Thank you! Song of Rest When you play an instrument or sing during a short rest, you and each ally who can hear you are affected by your Song of Rest. When an affected character spends healing surges at the end of the rest, that character regains additional hit points equal to your Charisma modifier with each healing surge. A character can be affected by only one Song of Rest at a time.
Fochlucan Bandore Level 3 This instrument’s song imbues listeners with fervor and strength. Wondrous Item 680 gp Property: Bards can use this item as an implement for bard powers and bard paragon path powers. As an implement, it grants a +1 enhancement bonus to attack rolls and damage rolls, and it deals 1d6 extra damage on a critical hit. Power (Daily): Standard Action. Use this power during a short rest. At the end of the short rest, one ally who remained within 20 squares of you during the rest gains a +1 power bonus to weapon damage rolls until the end of his or her next short rest or extended rest. Song of Rest: The power bonus equals +2.

If you want to benefit from the power, yes. If you do a Song of Rest while using a Fochlucan Bandore's power, at the end of the rest each ally spending a healing surge will regain additional hit points equal to your Charisma modifier and one ally will additionally gain a +2 power bonus to weapon damage rolls until the end of his next rest.

To clarify, that's not actually correct. You have to do Song Of Rest to get the property. You don't to use the Daily power, because the Daily power doesn't say anything about Song of Rest, just that the ally stays close to you during the rest.

True you don't need to play Song of Rest in order to use a Fochlucan Bandore's power. I thought sVs was asking how the two interacted when used togheter though.

The difference is that if you do use Song of Rest, the power bonus is +2 rather than +1. (Someone without Song of Rest can only provide +1.)
