No.

Whoever made up the houserule for losing limbs ought to make up the houserule for getting them back.

There are no rules for recovering from permanent injury in 4E because there are no rules for inflicting permanent injury in 4E.

If your character has lost an arm, it was your DM who made the rules that made that happen, and the onus is on him to provide rules for your recovery.

In my opinion, it is a good way to sunset a character before moving on to a new one. There are a large number of innkeepers with permanaent limps, lost eyes or maimed arms who fill their halls with people wanting to hear of their exploits and the battle with the dragon that led to his retirement.

From the forum FAQ, if desired:
"How do you disarm someone? The writers purposefully left out disarming as a basic option (although some powers like 'Exorcism of Steel' allow it). However, when an enemy is defeated you can describe them as disarmed (or crippled, subdued, unconscious, pinned, tied up, etc.) instead of slain (addressed in WotC’s Podcast #29)"

what a character does to recover lost an arm?

Following the above paradigm, 'Raise Dead' (renamed for flavor if desired). Or 'Remove Affliction' (DM's call).

I think in Dragon#400 they reprinted a tongue-in-cheek article or two on the subject that may amuse, but certainly no real rules
