The Wellspring Horror has a power called Tentacle Block that reads:

Tentacle Block (immediate reaction: usable when targeted by a melee or ranged attack; requires a target the Wellspring horror has grabbed; at-will).
The Wellspring Horror changes the attack's target from itself to a creature it is grabbing other than the attacker.

Let's say that the Horror is being flanked, and one of the flankers targets it with a melee weapon attack (assume waepon reach 1). Can the Horror change the target to the other flanker?

My thoughts:
1. No, because the power can't reach the target
2. Yes, because regardless of reach, the Horror changes the target to "a creature it is grabbing other than the attacker," and specific overrides general. 

Also, since the Horror can grab with Reach 2, there's actually a range of potentially 5 squares to play with on this question.

Of course, if we go down the yes path, the PCs might ask why their dagger is hitting their ally 2 squares away, but the flavor text could be, "The horror flails it's tentacles wildly, causing you to lose aim as you are briefly swung past your ally. Your dagger slips past the creature before you and accidentally finds its way past your ally's armor." Pure flavor (and DM shenaniganry), since there's nothing in the power that says the grabbed creature is actually moving.

I might just rule in favor of DM shenaniganry anyways, but it's worthwhile to see how others interpret this power. 

Yes.  The power does what it says it does - so, when it's targeted, it can change the target to the grabbed individual.  You're correct in saying it's an SvG case.

You can't normally target a creature outside your melee reach, unless noted otherwise. Tentacle Block note otherwise.

Oh look, another reaction to being targeted that has to resolve before the attack resolves....

Yup
