The basic rules are nowhere near being complete.
Actually, the opposite, the basic rules/core chassis (ability checks, saving throws, AC, HP) is done, now they're just mainly messing around with classes (monster and more spells to come).
When they finish messing classes, monsters, spells, modules, etc...and insert them and notice tha that the entire system fall apart and doesn't work, they may scrap the core and start all over again...if we are lucky

It doesnt have to feel like D&D, but it does have to give some indication of hope that 4E feel is coming at some point.
Why should 5th Ed not feel like D&D, but feel like 4th Ed?
Your vision of D&D is not the same as the others, just as my vision of D&D isn't the same as other 4e players, just as their vision of D&D isn't the same within each other...
Why should 5th Ed not have to feel like D&D (as casual is suggesting), but feel like 4th Ed (as he is also suggesting)?
As 4th Ed is a big reason for the existence of 5th Ed, and 4th Ed has only been around 4 years, it's obvious it should receive the least attention of all previous editions.

Nope, the base/core rules of 5th Ed rock, let's hope they steer a bit clear from 4th Ed, if we're lucky.
Ya know, the whole New Coke deal didn't go down too well.

Because the development of Next it's being financed by 4th edition players (DDI and the later 4e books...Menzoberranzan book and ed's forgotten realms most likely tanked, because of lack of interest of people in general)...because they are their current userbase...because the market prospect that is 3rd edition is already supplied and dominated by another company.
