I hope this won't seem too silly.

My party wanted me to think up something interesting for the New Year's Eve party we are having. We figured it would be a good idea to have a winter-themed session before we start getting horribly, horribly entoxicated. I had an idea to make a short campaign involving snowball fights.
The idea is that I augment the rules a bit so that throwing snowballs becomes a bit more complex and involving.
I haven't yet finished the augmentations of the rules but I'll post the exact changes here when I'm finished. However, I could use some initial advice and ideas. Anything off the top of your head?

Are your players building new characters for this, or playing existing ones?
I ask that because if you augment the rules too much, you may hinder someone who was never inteding to build a character with your requirements in mind.

However, you make throwing a snowball an athletics check, and actually hitting an acrobatics check.

Conversely you could offer snowball launchng mechanisms. Maybe a mix of slingshots, catapults and just roll giant snowballs down a hill?

Maybe even give your players a certain amount of snow to make a fort and each sqaure uses up a set amount.

IMO the grinch stole christmas.  They have to go and get it back. (The numbered encounters are not meant to be all combats)

E1: They investigate around the town finding clues as to where the Grinch has gone with all the decorations.  Skill challenge to find their way.  If they don't do well they lose healing surges wandering around in the snow on the mountain.
E2: Approach the Grinch.  Maybe have a combat with Yetis in the snow while they make their way up the mountain.
E3: The Grinch's Cave.  They fight the Grinch.
E4: They load all the goods back onto a sleigh and ride it down the mountain back into town.  Skill challenge to get it not to crash.

What about a town of ice ,or something like crystal palace with ice queen or a frost giant?And add also a unique artifact like a sword of ice or something like that .

They'll make new characters for that exact reason.
And snowforts are a must for this.

This. So much of this.

I'm having trouble with the classes. If any of them takes an arcane caster, for example, they could cast fire-based spells to melt an enemy fort or melt the enemy's supply of snow. Their ice-based spells could help them make more snow. The problem with that is, I want the snowballs to do only nonlethal damage, while their spells can also do lethal. The idea of a snowball fight is to make the opponent go home and get warm. If I want them to go kill stuff, I can just give them swords and let them chop away.
