Alright back on topic.
If the people is becoming a problem at your table, you have to talk it out. If it fails then you can always kick that person out. No point to let the game suffer from one's person actions.

Pot, meet Kettle.
My solution: if you aren't paying attention and don't have a plan for your turn, you are delaying until you do. If you miss an entire round, so be it. If you can't be bothered to pay attention, don't play in the game. I'd rather have 1DM and 2 players that are playing and actively participating than 1 DM and 5 players with 1 or 2 being total attention vacuums. I use that in my play-by-post games: players have 3 days from when they are tagged to respond. After that, they are delaying until they get around to posting. If too much time goes by (more than a couple weeks), they are dropped until they choose to return.
Fortunately, I haven't run into this problem in the last 20 years--back when I was in college at the student-union gaming club.
