My point is that you finding it stupid doesn't change that fact that some people don't find it stupid and thus it should have a place in the game if enought people want it too. At least as an option.
Except Salla is completely correct in this instance. The rules already provide them a way to play the characters they want.

Does the rules provide a way limit a Race's ability score ? No, so they don't already do so and a DM that would like to do so would have to houserule.
There's no correct answer about tastes.

They do already provide a way to limit a character's ability score.
Figure out a maximum. Never put points into that stat when you reach said maximum.
And again, even if there are rules for it, that's something that belongs in a module.

If another PC can ignore your recomandations its not a limitation, its a personal preferences and restrictions are not about what you can be if you like but about what you cannot be.
If people want the system to have racial penalities and limitations without houseruling, this force them to houserule unless they have this option in the game.

I agree with Salla, the question is should there be one? Or does this better fit into the purview of a houserule or DM/Group agreement. But as it stands, anyone can make their character with max stats, ut just takes more than an arbitrary rule to implement it.
