Hold on.  This does not actually fix the problem. 

AIP (heavy blades), rushing cleats, Polearm Momentum, glaive, Dragonfrost: push 2 and prone at-will, RBA


That's the only way I can think of to pull it off at-will, but there are a few per encounter methods to do it, and there are plenty of other nasty things that can be grafted onto an RBA, such as slow.

It is possible to cover that distance before an opponent can evaluate what is going on and get an aimed shot off.

Regardless, D&D combat is abstracted. Having initiative could represent a variety of conditions, like:
- noticing your foe is focusing elsewhere before charging,
- making sure you're in a good position before **it goes down
- having a battle plan
- choosing an inconspicuous approach vector
etc.



  I'd say the accent is on the word, "possible".  That's a fair distance to cover.  Still, a maybe chance to shoot at all doesn't make a strong case for a rules change when we could end up with something broken,  Now we might have a rule that the melee fellow is safe for half of his movement, meaning normally he can move 15' before the archer can shoot.  But this may be too complicated, and I am not convinced there is a problem woth solving in the first place.
