(I can't think of any way to get +2 from Feats on weapon attacks at L6, offhand, but there might be a way. Thing is, someone who thinks he can get away with adding his Proficiency bonus twice probably also thinks he can get away with adding Heavy Blade Expertise and Master Of Arms together. So he's probably doing it wrong.)
Light blade expertise and nimble blade.

A Bastard Sword isn't a light blade, and Nimble Blade only applies when you have CA, not "all the time".

CA is a good point, if he were at a +14 base mod, counting CA he'd go up to +16. If he's actually rolling a d20 and saying "I add 16" he could very well be correct.

The highest he could get would be 3[level]+5[str]+3[prof]+2[enh]+1[exp]+2[Ca] = +16
