That's the part you're misunderstanding, Oma. Translation: Levels in wizard are not required, but should you have them [continue rest of feat description].
yes the feat describe 2 times that are wizards spell and you can use your paladin slot but never say about CL then your wizard CL is 0 because you don't have any wizard level.
It's not a feat; it's an ACF. If you're going to troll, at least try to troll about the right thing.

Members of your military order have a special connection with arcane magic. Members of all three of these groups can select this feat as long as they are at least 4th level in their respective order's primary class.

After reading the entirety of the feat, I think your interpretation is reasonable if going only by RAW. If going by RAI, however, it makes the feat useless for rangers or paladins that don't have wizard levels. Do you think that's the way the feat was intended? The last sentence implicitly (though not explicitly) says that your interpretation is not the intended one.

Draco, if you want a reasonable interpretation of "if you also have levels in wizard, your wizard caster level is treated as the sum of your wizard, paladin, and ranger class levels," I'll say you just add up your levels in all of those classes. So what if you happen to be a Wizard 0 and just have Paladin and Ranger levels to add into the equation I don't see why you actually need a positive number of levels in the wizard class.

If you have wizard levels, yes.
Personally, I think it is a poorly written feat that is intended primarily for Wizard/Paladin or Ranger gish builds, but it can be used by single class paladins or rangers. I think the wizard spells cast from your paladin slots are intended to be arcane spells that use your paladin CL.
