I guess it depends on what you mean, if you mean like colored lights and stuff id say Menzoberranzan or maybe Myth Drannor. If you mean gambling probably Waterdeep, I think Silverymoon would work too they got crazy lights and Moonbridges and what not, and im sure they have gambling dens and festhalls.

Depending on the edition/era you're wondering about, there are a lot of places that could work. My own opinions would be gravitating towards Suldophor (Arnarden/Lake of Steam), Athkatla (Amn), Manshanka (Calimshan, hope I spelled that right), and maybe Hlondeth (Vilhon Reach), though that last one stretches things a bit. I'd disagree about Waterdeep and Silverymoon though, neither are exceptionally corrupt, nor all that centered around tourism or gambling. Certainly gambling halls exist in both, but that's like saying Petaluma, CA is like Vegas just because it has a casino.
One could make a case for Arabel I suppose, with the dominance of the Church of Tymora there, but last I looked they were more the adventurer-friendly sorts rather than the games-of-chance sorts. But my own gut instinct says that the Church of Tymora wouldn't really have that much of a presence in a Vegas like place given casinos tendencies to stack the deck in their favor. Conspicuously garish displays of wealth, a strong tendency towards decadence, and a deep disparity between the haves and have-nots would tend to favor the southern realms of Faerun more than the northern.

I haven't read the Menzoberranzan Book but I don't see the that city in any Light of Vegas. If you are not Drow you better have a good reason for being there, Death and Slavery are the only things you might find. I am not sure if there have been some recent changes but if you are not a female Drow you better have a good reason for doing anything...
The old Skull Port would have been a place for gambling or anything goes atmosphere. Calimshan of old maybe, but not the Genasi/Effreeti place it has become now.
Athkatla or maybe one of the Moonsea Cities, but I can't think of all those details at the moment. It would have to be open to all kinds for coin.
I favor Athkatla a city of sin....

It's scary to be sure, but it seemed a bit a like Vegas for adventurers to me. ymmv. I definitely like your Skullport suggestion though.
